It is pretty obvious that the plate number attached to this Toyota Vios is not the common license plates we are used to seeing.

That doesn't look like a diplomatic plate to me. More of a cardboard plate. So, how come I've never heard of government offices being issued special unrecognized plates? Is that a new law too?

Maybe, the "Passes" flaunted in this cars windshield gives him power to use those kind of plates.
