Red plate for official use only?

So, commemorative plates issued in the Philippines now have 2 kinds? One for the private and one for government?



This car is sporting a red font commemorative plate. Does this mean this is "For Official Use Only"?

"Triple standards" law in the Philippines

Philippine law is always like this. "Double standards". A different law will be applied to private motorists, public utility vehicles and government vehicles. I guess "Triple standards" law would be the right definition.



Why are they allowed to travel without plates? How can we follow if they themselves do not?
